David Towns, MD

Dr. Towns, originally from a small Northern Vermont town of 1,200 residents, received his fellowship and certification in interventional pain management at Dartmouth Hitchcock Medical Center in New Hampshire. As a Board-Certified Anesthesiologist with a specialty in pain management, he treats a wide range of chronic pain conditions, with a focus on spinal issues and severe pain.

Dr. Towns takes a multi-modal approach, using a combination of physical and injection therapies, such as spinal cord stimulation and medication management, to improve patient functionality and decision-making. He is dedicated to reducing reliance on narcotics and educating patients on a variety of treatment options to achieve the best possible results.

In his personal time, Dr. Towns enjoys spending time with his wife and three children. He is passionate about scuba diving, finding tranquility in the underwater world. He is also in the process of obtaining a pilot’s license. Additionally, Dr. Towns loves hiking scenic trails and traveling to new destinations, enriching his life with diverse experiences and adventures.

Mandy Neblett – Assistant Medical Director

Mandy Neblett, DNP, FNP-C, is the Assistant Medical Director at Sun Pain Management. As a Doctor of Nursing Practice and Family Nurse Practitioner, she has extensive experience in Infectious Disease, Public Health/Community Health, Internal Medicine, and Pain Management. She initially specialized as a registered nurse in the Cardiac Intensive Care Unit.

Since 2011, Mandy has been working as a Family Nurse Practitioner and earned her Doctorate in Nursing Practice in 2021. Originally from Phoenix, she enjoys spending quality time with her two children and family.

Julie Overbey, NP

A dual certified Nurse Practitioner in acute care and family practice, Ms. Overbey works with patients to improve their quality of life and pain experience.

Sue Hesketh, NP

A board-certified Family Nurse Practitioner, Ms. Hesketh has experience in pain management, orthopedics, internal medicine, pre-and post-operative care, physical medicine, rehabilitation, and home health. Her goal in treating her patients is to empower them to manage their pain and increase their quality of life.

John Kycey – CRNA

John Kycey, CRNA is a Nurse Anesthetist with experience in pain management since 2010.

Kayla Rutledge – CCM

Kayla Rutledge earned her B.S. in Psychology from Grand Canyon University and currently works as a Care Coordinator at Sun Pain Management.

With a strong background in behavioral science and patient support, she plays an integral role in guiding patients through each step of their care journey. Kayla is committed to ensuring patients feel informed, heard, and supported, helping to create a smooth and reassuring experience as they navigate treatment and care decisions.

Jeremy Taylor – MSN, APRN, FNP-BC

Jeremy is excited to join Sun Pain Management! A dedicated family man – happily married with five children. Jeremy’s healthcare journey spans roles as an EMT, CNA, ADN, and BSN before becoming a certified Family Nurse Practitioner.

With clinical experience in Urgent, Primary, and Neuropathic Care, he blends traditional medicine with complementary and alternative approaches. Grounded in a philosophy of compassion and connection, Jeremy is committed to providing holistic, patient-centered pain relief. He will be providing services in our Goodyear and Surprise clinics shortly.

Dustin Garner, FNP

Dustin Garner is a board-certified Family Nurse Practitioner licensed in Arizona and North Dakota. He began his nursing career in 2005 after earning his ADN in an underserved county in Missouri and later completed his BSN at the University of Phoenix in 2010.

Dustin built a strong clinical background in cardiac, medical-surgical, ventilator-dependent, and emergency nursing before focusing on psychiatry. For 16 years, he has worked in a variety of psychiatric settings, including adolescent residential treatment, drug and alcohol detoxification, rehabilitation centers, and inpatient psychiatric hospitals in the Phoenix and Tucson areas. He earned his Master of Science in Nursing, graduating cum laude from United States University in 2025 with a specialization in family medicine. Dustin is dedicated to providing compassionate, evidence-based care that addresses both the physical and mental health needs of his patients.

Patricia Blanck-Miller – MSN, RN, PCCN NP

Patricia is an acute care board-certified nurse practitioner with a strong clinical foundation spanning advanced practice, acute and progressive cardiac care, primary and traditional care, correctional medicine, sub-acute care, long-term care, assisted living, and regenerative medicine. She brings more than 25 years of nursing experience, including approximately 25 years with Mayo Clinic Hospital in Phoenix, and completed her AGACNP degree at Grand Canyon University in 2018, earning board certification through the American Nurses Credentialing Center.

Patricia uses a combination of modalities to treat and manage chronic pain — treatment plans may include medication, minimally invasive procedures, physical therapy, cognitive behavioral therapy, and lifestyle changes to build an individualized, effective plan for each patient. She will be providing services in our Tucson clinic.

Joe Rasor – Physical Therapy Director

Joe Rasor is our Physical Therapy Director with over 25 years of experience, known for combining clinical excellence with compassionate, patient-centered care. Since 1999, he has specialized in managing complex cases and delivering personalized treatment plans that drive lasting results.

He is highly regarded for his thorough evaluations, expertise in post-operative rehab, pain management, biomechanics, neurological conditions, and return-to-work programs. Beyond his clinical skills, Joe’s empathy and attentive approach help build strong trust with patients and teams alike.
